Two Whittier Voter Search Paths

Telephone and email information may exist in voter records, but special confidentiality rules apply to certain officials and candidates. The application asks a requester to define the location needed, such as statewide, one or more counties, or specific voters. A specific request can identify up to ten records by full name, birthdate, county of residence, and residence address.
Whittier Voter Record Privacy
California Elections Code sections 2188 and 2194, Elections Code section 18109, Government Code section 7924.000, and title 2 California Code of Regulations sections 19001 through 19013 shape access to the voter roll. The law creates a split between non-confidential information released for an approved purpose and details that remain closed.
Confidential by law. California driver license numbers, state identification numbers, Social Security numbers, unique HAVA voter identifiers, signatures or signature images, and protected-voter details are withheld under the cited voter-file rules.
A requester must keep approved records secure and confidential. Residence information can also be shielded for protected voters. Safe at Home for Whittier Voters
The California Secretary of State's Safe at Home program gives eligible people a substitute mailing address. California also has special voter-confidentiality rules outside Safe at Home. Elections Code section 2166.9 permits limited contact information for certain confidential federal and state elected officials and candidates only when the Secretary of State finds a bona fide journalistic or governmental purpose. All other protected information stays confidential. That narrow exception does not create a general right to search a protected Whittier address.

Apply for Whittier Voter Files
The California voter registration information file request starts with a detailed paper application. It asks for the applicant's name, phone, email, business address, requesting qualification, permitted purpose, and a security plan. - Sign the certification under penalty of perjury. The original signature is required.
- Mail or hand-deliver the application to Secretary of State, 1500 11th Street, 5th Floor, Sacramento, CA 95814. Email and fax are not accepted.
- Include the required payment and wait for the state's completeness and permitted-use review.
A beneficiary address is required when an organization, committee, or other beneficiary applies through the requester. The form also asks whether inactive records, available voting history, or precinct-to-district data should be included.
The applicant must select both a qualification and a purpose. Purpose choices on the inspected form include California candidates, proposed ballot measures, political research, recalls, scholarly research, governmental work, initiatives or referendums, and record review. An “other” box still requires a full explanation. The state reviews the facts supplied, so merely checking a category is not enough.
California Voter File Fees
Statewide or registration data costs $15 per 1,000 records, capped at $100. A request for specific voter records costs $30 per record, also capped at $100, with no more than ten specific records per application. These charges purchase review and approved delivery, not unrestricted rights to redistribute the information.
Approved county, statewide, or district data arrives on an encrypted DVD. It contains three plain-text, tab-delimited files: voter data, voting history, and district data. Specific voter records are sent by encrypted, zipped email. The form also includes shipping details and choices for U.S. mail, pickup at the Secretary of State's office, or another approved method.
The official voter file application PDF is the source for the current fields, delivery choices, certifications, and fee schedule. Applicants should recheck the form before paying because the request must be complete when submitted.
Whittier Voters in a Megasystem
Whittier registration sits inside an unusually large county operation. The Los Angeles County Registrar-Recorder/County Clerk reports responsibility for more than 500 political districts and 4.3 million registered voters. It registers voters, maintains files, runs federal, state, local, and special elections, and verifies initiative, referendum, and recall petitions.

Historical Whittier Voter Search Fallbacks
